Salary Over the Cap reminders and updates

In Summer 2023, Salary Over the Cap functionality launched in Workday. Below are some helpful resources and reminders for departmental grants personnel who perform processes related to Salary Over the Cap.

A “one-stop” reference guide for Salary Over the Cap, Salary Over the Cap Notifications, Actions, and Examples, is currently available in the Workday Knowledge Base. This guide covers a wide range of information, including:

Other helpful reminders:

  • Costing Allocations for employees who do not exceed the HHS salary cap rate-of-pay, but are paid on HHS awards, do not need to have the salary cap sub-allocation completed. This is because there will not be Over the Cap charges to be allocated.
  • Payroll Accounting Adjustments (PAA) do not automatically apply salary cap. Thus, for employees who exceed the HHS salary cap rate of pay and are paid on HHS awards, please follow the instructions included in the salary cap reference guide and/or the Create Payroll Accounting Adjustments guide to correctly account for the Over the Cap (OTC) amounts. It is essential that the OTC PAA rows include the DHHS Salary Cap worktag. This allows cost share reports to omit OTC cap amounts as required since OTC amounts are not counted as cost share.

Additionally, Modernization updated Workday settings in October to reduce the amount of Over the Cap errors generated by retroactive payroll actions. This has resulted in a reduction of these situations from about 20 instances per month, to about 2 in the past two months.
