Modernization Fee will now be calculated daily

Previously, the allocation for the Modernization Fee ran twice a month, and some users experienced delays when viewing their payroll accounting adjustments. Moving forward, the Modernization Fee is now calculated daily. This update allows the fee to be posted the day following the completion of the accounting adjustment, resulting in fewer delays and more accurate data.
