Updates to contract policy and delegation matrix now in effect
WSU’s Office of Policies, Records, and Forms, along with the Procurement and Contract Services team, recently announced changes to WSU’s contract signature delegation process, as well as some updates to WSU’s policies regarding contracts.
These changes have been implemented with the goal of providing delegates and others with increased clarity, as well as a more streamlined process. Learn more about these changes below:
WSU has moved away from using delegation letters for contract signature authority. Instead, delegations will be housed in a matrix that lists the delegate, specific contract type, dollar limit, and scope (unit, campus, or system), and has a column for other limitations/notes. The matrix is available here and requires a WSU network ID to view. Advantages include searchability, standardization of contract type descriptions, and increased specificity regarding contract types, which are defined in the new UPPM 65.01 General University Contract Policy.
All delegations housed in the matrix still require Presidential approval, as well as approval from the Executive Vice President for Finance and Operations. The new form for requesting a delegation or revised delegation can be accessed from UPPM 65.03 Authority to Execute University Contracts, which also sets forth the process and requirements for requesting or terminating a delegation, as well as responsibilities of delegates. UPPM 65.03 also includes a new, limited policy-based authority for area finance officers.
In addition to the above, the new UPPM 65.02 Development and Administration of University Contracts includes clarifications and updates to the contracting process, and UPPM 65.05 International Memoranda of Understanding and Agreements updates the process for those specific contracts.
